This is a very charming example of a repoussé (hammered into relief from the reverse side) of a Gibson Girl-esque Lady Liberty set into a Silver Dime dated 1917. While currently a brooch, I believe this would be perfect if modernized to be converted into a pendant. Your local jeweler can easily do this by removing the brooch findings and attaching a bale of your choosing.
